Some older hubs were not powered by 5V DC supplies eg:

These can either be "bus-powered" or powered externally by a 5V DC supply (not always provided). Some of the cheaper devices may not have the power socket fitted but are cosmetically similar to the "powered" variants:
- Sweex 4-Port Hub (pictured above)
Hama 4-Port Hub (Appears to be based upon the same device as the Sweex Hub - see USB Hub ID List)
